Meet Jimmy Humm, the new face at the helm of the Nevada Cannabis Compliance Board (CCB), championing a vision of maintaining top-tier regulations akin to the stringent oversight of the state's casinos, while also striving to streamline burdensome regulations.

Appointed by Republican Governor Joe Lombardo in early December, Humm brings a wealth of experience from his previous roles in the Governor's Office of Economic Development and the attorney general’s office. His appointment follows the resignation of former Executive Director Tyler Klimas, who departed to embark on a venture in cannabis and hemp consulting.

With a clear "pro-business" stance, Humm acknowledges the maturity of the legal cannabis industry and aims to address industry concerns, particularly regarding unlicensed operators and excessive regulations. In an interview with The Nevada Independent, he highlighted his focus on recently passed laws from the 2023 legislative session, including changes in purchase limits and provisions for certain ex-offenders in cannabis workplaces.

"The industry has approached me with ideas, expressing concerns about the heavy regulations," Humm shared, emphasizing the need for collaboration with industry stakeholders to explore potential changes in upcoming legislative sessions, while adhering to state laws.

Ensuring stability and certainty in the industry, which currently employs over 14,000 individuals, is a top priority for Humm. With the cannabis market in Nevada generating nearly $850 million in sales for fiscal year 2023 and contributing over $133 million in taxes, there's a clear economic imperative to foster a conducive regulatory environment.

Collaborating closely with Governor Lombardo and his senior leadership team, Humm aims to evaluate existing regulations to identify areas for improvement. Given Lombardo's background in law enforcement, tackling the unlicensed cannabis market stands out as a primary objective.

Addressing concerns around transparency, Humm is keen on promoting a survey initiated under Klimas to gather feedback from consumers and industry members. This survey, running until February 29th, focuses on various topics including the cost of entry, social equity measures, and addressing unlicensed operators.

"We're committed to ensuring everyone has a fair chance to participate in this market, as well as others," Humm stated, underscoring his overarching goal.

Challenges and Opportunities in the Cannabis Landscape

Despite the legalization of cannabis consumption lounges in Nevada through AB341 in 2021, the rollout has been sluggish. Humm acknowledges the delays, expressing patience while awaiting progress from consumption lounge licensees.

Another pertinent issue is the legal provision of cannabis at events within the state. Cannabis lobbyist Chris Anderson has proposed regulations for large-scale temporary cannabis permits, sparking mixed reactions within the industry.

Influential cannabis brands like Jardin Premium Cannabis Dispensary and Planet 13 have voiced support for Anderson's proposal, reflecting shifting sentiments within the industry.

While no official action has been taken on this proposal, Humm expresses favor towards it, albeit with a caveat: legal cannabis sales at smaller events of less than 10,000 attendees would require legislative backing.

Navigating Regulatory Challenges

Meanwhile, a regulation mandating cultivation businesses to label products treated with radiation was authorized in 2022 but has yet to be enforced. Critics argue that current processes may allow the sale of cannabis products containing undesirable elements, posing risks to consumers.

Medical cannabis advocate Nicole Buffong stresses the importance of consumer awareness regarding product remediation and irradiation. Transparency in labeling, she contends, is crucial for informed decision-making.

Addressing these concerns, CCB spokesperson Sara Tajalli assures ongoing efforts to refine regulation language before enforcing the labeling of radiated products.

Humm acknowledges the complexities surrounding these regulations, highlighting the need for a balanced approach. While the regulations were initially passed in December 2022, subsequent deliberations led to their temporary suspension, primarily due to objections from cultivators.

Headless Setup:

   • Raspberry Pi (3B, 3B+, 4, or higher recommended)

   • USB game controllers (e.g., Xbox, PlayStation, or USB gamepads)


2. Prepare the MicroSD Card:

   • Download the latest version of RetroPie from the official website.
